You actually can do this. Alot of people here made the drivers license in Poland. But some bureaucrats got suspicious at this. That's why they want to force that you have to renew your drivers license now once in a while.

You need 20h of driving lessons minimum, costs ranging from 40 to 80€ an hour. you often need ( or will be told you need) more than that.

You have to do a 40hr course and 40hr mandatory driving with an instructor.
Issuing the actual licence is free here

You only have to pay £43 for a provisional licence if you apply for it by post and you can upgrade to a full licence for free when you pass your test. Wtf is this Euro shit?

I checked, there are some issues related to place of permanent residence, but that may be only in some states.

my school required everyone in 10th? grade take driver's ed where they took you out to the parking lot and set up cones for you to park in and drive around. Your schools are much better funded so this certainly sounds like something you should have

I've seen someone take a test in the US to get their driving license. Guy had to drive around a block a few times for 5 minutes period. Even an 8 year old could get it easily. No wonder a lot of americans can't drive
