As far as I know, recovering from a full format is mostly done by an analysis of the hysteresis of the drive. If you format it as I mentioned, zeros, then random, it should be pretty impossible to recover

Now Government HDD's are literally shredded as even though it's time consuming, it is perfectly possible. The SIS has software where it is possible to recover 74%^ of information from even 40 re-installs.
