This is a trick problem. Either Ra1 or Rh8 would mate if that pesky queen on h1 weren't there. So find a move that sets up zugzwang forcing the queen to move off of that square.

Well tard boy, when the pawn takes the rook it will become a queen. That queen will the take the a1 rook.
As an added bonus, if the second queen is taken by the rook it is a stalemate
