Maybe in a century or so if PNG gets its act together they might apply to become part of Australia again, but that's unlikely.
There's also the possibility that the South Pacific region will federalise, but again, unlikely.

Nah. This way they can have one set of laws for the "country" and a second set of laws for the outside. The rest of Canada will just be one big camp for extracting resources - no environmental regulations, no minimum wage, etc.
