Westerners can see things from another's point of view and deduce how they should probably be feeling. If the other person's facial expression doesn't jibe with this, they assume they're being dishonest. If someone's dog died and they're smilling, something's wrong.
EuroPeons don't have "theory of mind" so their only insight into someone's feelings is their facial expression. And they take care not to show this out of fear of being manipulated.

I lived in US for half a year and I was was so sick of explaining this to every single person. Even random people like shopkeepers and waiters said "why you so sad? cheer up". Closer to the end of my journey I trained how to smile all the time (and don't look like a maniac at the same time) and my visa expired. The first day I came home I almost got my ass kicked by some gopniks I met in my ghetto of Chertanovo — "Hey you, what are you smiling at? Something funny about me? Come here, let's talk"

Many American smiles are business smiles. The belief is that anyone could be a potential client, so it pays to treat everyone as well as possible. That means at minimum a smile, if not a firm handshake and/or a pre-rehearsed attempt at normal conversational to try to seal a deal. It's fake as fuck, everyone knows its fake as fuck, but business-people can't speak any other way.
This culture filters down onto ordinary Americans who will smile unconsciously to mirror the sales people.

Here in Germany constant smiling is something rare. But whenever I talk to people I automatically smile, I dont know why.

Another thing to add is when we're kids we get ragged on to smile. I remember getting pissed off at teachers and hall monitors who would constantly tell me to smile. It got obnoxious.
In the work environment, you need to smile with people and coworkers or they're going to think you're a stuck up bitch or asshole. Which if they think that they're less likely to do what you need them to do.
In public if I'm by myself there's no need to smile. Unless I'm thinking of something funny then.... Well I'll just look crazy and deal with it.
Because we have an undeniable undercurrent of joy and success in our lives. At least I do. When I try to look at things from an outside perspective, Things look pretty good, so I smile.

They are signaling you that they don't feel compelled to shoot you. Respect for another individual, free of hostility and prejudice, is foundation of western society.
