I just finished the brotherhood questline, I haven't started it.
and they are, but this is far worse than usual I suspect.
there's about a 7% chance of the game just stopping working on entering a new area
and a very rare but exceedingly infuriating worse bug that kills everything in VATS that makes me have to shut off the computer to get fallout off the screen cause no other program can be above it while its frozen and it can't exit.
I just leave a document open so it cant shut off fully, just shuts off chrome and every other program except the document and lets me exit back to desktop.

though sometimes it accidentally shuts down processes, like this is my desktop right now.
