He is, but not for the reason you're probably implying. He is too good at doing what he's not supposed to do. He is supposed to be a DPM zone control character, but as he is now he's more of a DPS "fuck you i can miss everything and still get away with it" character. His auto attack is just too good. Not complaining about the damage, those bright red glowing nadies are something you should be able avoid.It's his attack speed and reload time that are utterly ridiculous, along with the duration of that trap. Getting trapped means certain death for every squishier hero, which would be fine if it didn't clip through the floor all the fucking time
My solution would be fixing that trap animation and increasing his reload speed. Also increase the self-damage from his nades so he can't win every close quarters 1v1 by just blowing you both up. His ult is totally fine. The tire does lots of damage in a large AoE, sure. But it's squishy as hell, easy to hit and loud as fuck
