That book was written by a crazy guy Yoshio Takahashi. So nobody thought it was a joke and nobody took it seriously.
Have you looked IQ exam results by countries? Their average IQ is lower than the average east Asians.
And if you really want a superior race, just mix with pure German (not immigrants). But I don't recommend it at all. International marriages end unhappily in general.

Evidence shows that IQ changes minimally with age and education. There are culturally independent tests like Raven's Progressive Matrices that can't possibly look like any test someone takes in school.

That can't have been true when they first started IQ testing around the world. And IQ tests often measure processing time and other things that you cannot really fool that much.

In most case, 下りる is for people and 下がる is for things or numbers
