It's actually 2, because 2(9+3) is an implied multiplication. While multiplication and division are usually equally precedent (and, in fact, 48÷2×(9+3) is 288), implied multiplication (i.e., multiplication that is implied by putting two operands together, without writing down the sign) takes precedence over explicit operations in general.

This is also why 1/2x is 1/(2x) and not 0.5x.
