I know it's become something of a joke now days, especially with the rise of Dub and that being used as a blanket term for anything electronic.
At this point I try to see Electronica as a blend of alt-rock and electronic like Starfucker or Skyler Spence. But I also use it to describe lighter electronic like Com Truise or Pacific 909. I honestly have a hard time separating electronic music at this point.

I feel the advent of VSTs has been a blessing and a curse to production.
Like the tapestop effect for example. You had to actually stop the tape or record. Now you can spam that shit with a plug in until it sounds annoying as fuck.
Less is more and limitations are the mother of innovation; it allowed people to experiment and be crazy before they could buy said effect or sound.
It can go both ways though. It's allowed more talented people to create and shitty people to try and create music.
