Im about to build a gaming pc but the total cost of the components is a bit on the expensive side. Does anyone of you have any recommendations as to how I could lower the total cost without downgrading much of the specs?

Wow, where to start.
First wait for the RX 480 to come out from AMD, it'll be stronger than the 970 for less. The 970 is getting replaced by the 1070 in a few days anyway.
Second, get an i5 6600k instead of the i7. You don't need an i7 for gaming and have the unlocked multiplier will let you overlock.
You'll need a cpu cooler so get a Hyper 212 EVO. You can do a little OC work and it's super cheap.
Memory is a little gay looking, but other than that it's fine.
And get an EVGA 650 watt psu, 750 if you wanna do crossfire someday. Those CX series are know for blowing up systems.

As said earlier, i5 and i7 have nearly identical performance for gaming. Unless your doing graphical or video rendering on a large scale (e.g. 3ds MAX, Maya, large scale Aftereffects or Premier projects) you won't need the i7.

im not really sure how long it'll take for them to restock ,i suggest constantly checking major online retailers like newegg and amazon. definitely avoid getting the stock founders edition card and wait for a board partner version as they will be cheaper and have better cooling and potential overclocking capabilities

choose an i5 instead of an i7. get Kingston instead of shitty gskill smaller power supply, the 970 doesn't need that large of a power supply I'd also recommend a western digital instead of a Seagate because Seagate hd's suck balls and always fail.
you could probably also find an msi motherboard that would be just as good as the asus you chose for a bit cheaper.

The gtx970 requires 500watts with 28amps. I usually use a corsair 600 for my builds at my shop and have no issues.
so if you chose to do an sli setup you'd want a 1000wt power supply minimal. Just an fyi for "future proofing"

the gtx 1070 draws about 150w at full load so if you do not plan on going with an sli setup 750 is a bit overkill and you could save some money by going with a less powerfull psu. if you get a board partner card with an extra 6 pin add an extra 75 watts to that
