Easily the United States of America. Remove yourself from the situation and think of the US in context of world history. Best in almost every category and pioneer of the Industrial Revolution, we really took that and used it to rule the world.

Sigh. Alright heres the thing. Historical interpretations of the Roman Empire tend to assume the empire to work like a modern nation state. It didnt. During the "high empire" the Roman Empire had about 12,000 government officials. During the late empire it had about 30,000. Thats about as many government officials a modern large university has governing an ancient state that stretched from northern Britain to the levant. What that means is that the Roman Empire was governed by and large by local elites. All too often our popular conscience has been misinformed that the Roman Empire was this monumental empire ahead of its time. It wasnt. It was an ancient empire governed by ancient circumstances and limitations.
Seriously read Lendon's Empire of Honor or Heather's Fall of the Roman Empire to get a nuanced and professional assessment on the Roman Empire.

There's literally no such thing as the best objective form of government. Best in itself is a subjective judgment.

Rome was a tenth the population of America and nowhere near as powerful, influential within such a small time-frame, economically powerful, militarily powerful, ingeniously subversive and clandestine in its imperialism, inventive, traveled to the moon and sent a working machine into interstellar space.
