You treat them as if they're boxes with nothing cut out. The second one has a section cut out but it gives you a scale.
First one is

Second one is
11 + 11 + 9 + 9 + 2 + 2 = 44cm

And bottom is 40 cm in length. In your mind, remove the itty bitty pieces [like pulling the legs off a spider] and reassemble them so the shapes look like rectangles. 10 cm by 12 cm rectangle

And 9 cm by 11 cm rectangle

bottom one has an inset portion that adds 2 sides of 2 cm each of redundancy in addition to what a rectangle would have

If you look at it, it's obvious which side it's indicating. The answer is 9 + 9 + 11 + 11 + 2 + 2 = 44

I'd assume it would have to be the side to the left because the side to the top of the 2 would make the problem impossible

Well, there doesn't need to be an arrow, as only one side needs to be indicated, as the "other one" is known to add up to 9
