They are, except the Titan has 12 GB. I initially bought one of them, I should have gotten 2 980Tis for the money. I downgraded to a 780Ti (Because its the only budget 4K capable card with Gsync).
...and want this, the EVGA 1070 ACX 3.0. Not willing to spend 500 € for that incomplete PCB scrap. That 1070 will be just another survival option, it should deliver me similar performance like the Titan did, 'high' settings will be acceptable for a while. I'm going to buy a 1080Ti Classified later, when ME:Andromeda comes out. I was thinking of getting one used, save money (It will be around 1K € here) and know the ASIC before. 70-80 ASIC are a must, I want to build a custom loop with a fullcover block for the GPU then. 60-80 % more performance than a 1080 would be decent, around 100 from a 1070. And I need it for 4K Andromeda.

I don't live there either, but I would get insurance for your whole flat either. The PC/electronics is usually included.
Depends on the desired core clock. Try 4.5-4.6 @1.25 V. Always lower the voltage if possible, find the sweet spot of your CPU. And activate XMP, I don't think your RAM only runs @1333.

DDR3 means Double Data Rate. So you have to multiply it in order to have the right frequency, I think. If not then my computer really is shitty.
