nah apparently its 'cause the swan nearly got hunted to extinction in the middle ages, so the royals claimed ownership of they so that they could keep eating swan, same with the deer. i think the crown ceded ownership of all the deer to the forestry commission but they still own all the swans
and they're really pretty so everyone was cool with not eating them
