Assuming the picture isn't supposed to have more than 256 colors yea it's not broken. Unless you find a source in another format it's also pointless to convert a gif into something else.
I'm sure the static .gif will trigger someone once in a while though.
The file is already broken anyway, no point in converting it at this point.
