People here over 35 never studied English in school, they studied either French (mostly) or German and then their local languages (Catalan, Basque, Galician/Portuguese), not kidding. Younger generations are more proficient in English.

I've never met a Spaniard whose English wasn't broken and heavily accented.

I'm much younger and even when I went to school we studied French and German or as an option to those, reinforcement of English. As young as 8 years old I remember studying French but not English, yet suddenly the education system changed and we stopped to learn French as the primary foreign language and started with English, it was such a fucking mess (I barely remember anything of French because of that, sadly). In highschool we had like 3 to 5 hours of English at week, mostly, and if apart from this we didn't have to study Catalan (in my case) we would probably have more hours to dedicate to foreign languages. I think this is one of the biggest reasons of why Spaniards are so behind with this, apart from the fact that it is harded for a Romance language speaker to learn a Germanic language than it is for another Germanic language speaker. The grammar structure is completely different but the English pronunciation is what is especially hard for us, and we become easily frustrated and insecure about it, sometimes to the extent of even refusing to speak in English and pretending that we know less than we actually do, just to avoid having to speak it.
