I think we are the ones who carry the most blame for WW1 actually beginning, but I don't think we were any worse than any other participants of that war

Austria-Hungary initially wanted to solve the conflict diplomatically. Only after the German Reich told them that they have their back, Austrians dared to send an ultimatum to Serbia.
After all, Austria-Hungary was a meme Empire and they would never have dared to start such a big war on their own.

There were no morally good or bad guys in WW1, WW1 was just a clusterfuck. However, invading Belgium was a mistake.

the city at that time had like a 60% serb population, the army manouvers he was to oversee (manouvers along the serbian austrian border for that matter) were scheduled on one of the biggest serbian religious holidays, all at time of great tensions between serbia and austria, and world tension in general
the security was a joke and they didn't even stop the ceremony after the first assassination attempt of that day that failed
it was definitely a bait, but still, why putting the royal heir in such a big danger is beyond me
it would have been expected that some student hotheads europe was flooded with at that time would get pretty pissed
as for serbia, trying to start shit after the bloody balkan wars that left the army in shambles and the country in debt, and after russia's performance against the japs, i mean... makes zero sense for them to try anything of the sort
