It is difficult for me to write English.
Grand Order has recurring themes and characters from other Type Moon series, but there's no real prerequisite to watching/playing it. Some references here and there, but that's about it. I believe it was made with long time fans in mind, however.
I don't usually respond to non-Japanese people here, but HelloTalk. It's a gold mine of cute Japanese girls.
Also, word of advice: post up a picture of your real face and write a half-decent profile description in Japanese. People are more likely to get in contact with you that way.
I used HelloTalk a while back and had a pretty good time using it. You should definitely give the app a try.

1. when is a good time to start using a website like lang8 to start 'trading' language learning? (i.e. find a native speaker of japanese, and help them with their english)
2. what is that program that lets me hover over a kanji in a program or a videogame to see what it is?
1. Anytime you feel comfortable with your skills would be a good time to put it to use.
2. Rikaichan's a good extension for that; it helps with more than just kanji4

rikaichan only works in the browser, im talking about actual videogames or programs that exist outside the internet browser
