In 98 he scored 3 goals in the first 2 group games and was a late sub in the 3rd game. In the knockouts we only had closed games and he didn't score, except his PK against Italy. He didn't play in the final, I think he was about to be subbed in at some point but then Desailly got sent off.
In 2000 he scored in the first 2 group games, didn't play the 3rd, and he scored again against Portugal.
In 2006 he scored against Brazil.
He didn't really illuminate these tournaments but he did a solid job.

Context. It's not like he was the only attacker in the French squad. Wiltord, Trezeguet, Anelka, Djorkaeff, Dugarry, Cissé, Saha were all competing for the same spot during Henry's tenure.
He was particularly standing out in the Euro 2000 setup imo, when used in a trident of attack with anelka and trezeguet. He was playing almost right winger and would absolutely outrun anyone on his corridor, being delivered caviar through passes from Zidane and co. France played like this mostly during the group stage. It was one of the fastest attacking side France ever had, and it was pretty spectacular to see. So yeah he performed pretty well, and he won several major titles.
Scoring isn't performing. Trezeguet couldn't perform like Henry could, he wasn't fast enough to begin with. But he performed very well overall in the NT squad and scored a lot. The only one then who could keep up with Henry's pace was Anelka. If you played with another striker than Henry, it forced the coache's hand to change the attack setup, because Henry was so ridiculously fast. It would make little sense to put Cissé in the same setup.
Henry was a very reliable player for the french NT, consistently good, even though it is true he didn't scored much. Fun fact: Henry played 123 games for the NT and scored 51 goals. Only one goal was with a Zidane assist:
