I was born and raised in Detroit. I can confirm this.

I am not the most qualified to answer as I'm an 80s/90s kid. My parents were around there back then. I experienced a tough place, but everyone learned how to make the best of things and survive. The natives there are some of the best people you'll ever meet hands down.

To answer your question I'll go back to the stories my parents would always tell. The city was a cespit and yet at the same time it wasn't. If you had money things were always glitzy and glamorous. The poorer parts of town (i.e. black) were litteral wastelands. You just flat out didnt go there.

Mayor Giuliani really cleaned things up according to my parents. They practically worship the guy. Though some can argue he set everything in motion to get to the mess we are in today, living in a city quickly losing its soul to the fauxness of pop culture and social justice...
