Now, answering the broad question isn't as simple, I'm going for the mix of coronelism and colonial mentality as to why we didn't develop further and underachieved. We would probably be a better country if we had continue as an Empire. 19th century saw an influx of many immigrants from places with little in common with Brazil that have little connection to the country or its history and this is in itself a major issue, for example, most of the "self-haters" you see here come from alien ethnicities such as italians or poles. And the advent of a continuous Empire would probably strenght national unity and make those communities strive more for a better country.
