People who would otherwise go into activism and demand actual change are shunted into nonissues (like gun control, abortion, and generally anything that backends on Congress doing something), or heavily repressed. The COINTELPRO program never really ended, it just became operational policy for the FBI and all other levels of law enforcement. Virtually every activist group in the united states has an undercover operative in it, and they both act to fracture these groups so they're never effective in the first place, and also to arrest anyone interested in real change (anything contrary to the economic or foreign policy) so that people are scared away in the first place.
The two parties have symbiotically converged; there are no more real differences of opinion between them save political theatre. Remember, all the congressmen that yell at each other and hold sit ins 4 gun control eat in the same cafeteria and go to the same country clubs. Any "radicals" like Sanders or Obama are either sheepdogs, or wolves in sheep's clothing (respectively).
And in the meantime, our police are more militarized, our carrots sweeter, our sticks harder.
