for centuries there have been kingdoms covering different lengths of Italy, namely being divided by the north and south, so it's only natural to have developed into different memes
If you're talking about culture, "north and south" is not a good way to split it, it's much more complex than that (pic related, regional languages). If you're talking about development, of course there is, and it's a big difference, but it's smaller than the divide in USA for instance.

The north has a cuisine as good as the southern one
Nowadays, with the european monarchs being largely constitutional and powerless, their chief contribution is prestige. They also give a living conduit for the history and tradition of the nation. They can be a popular and non-divisive figurehead and representative of the country, and thus inspire national pride and patriotism.
An absolute monarchy also has much to offer, assuming a competent ruler.
Southern is better for food&wine, northern is better for labour, and it still doesn't touch Germany, or any decent country.
