I don't think it's a politicised thing; I remember being confused when I saw a Japanese charity raising funds to help communities in Asia and Africa - as though Japan weren't a part of Asia!
To be fair Japs often consider themselves separate from "Asia", the same way the English talk about "Europe". Neither of these claims can be taken seriously in terms of the islands and their physical locations, but socially, culturally and politically, it's understandable why people have this sort of consciousness.
