What OS? The VLC media library shows a screen cap of videos on my Android phone.

And in the open file dialogue box in Windows 10, though I never open VLC first, just click the file in file explorer.

There's a program called icaros that creates thumbnails for media files on windows. I used it to get .webm thumbnails.

So what are you looking at when you want to see a thumbnail?
