It's called Keyboard Ghosting if you want to read up on it. It's due to the wiring setup in cheaper keyboards. Would actually be interested in seeing how a Laptop handles this test.

I think it's more of a test of your keyboard, the "better" is is, the less key conflicts there are. Both shifts are probably used for the test because it's a redundant key, there is never a reason to hold both down at once; this allows you to see if your key-tubes get clogged.
I once had an old keyboard that couldn't take inputs from more than one arrow key at a time. It was very hard if not impossible to play certain games with it.
