as a semi-professional team 95% of players out of my country (team in england, 9th leauge lel) do not want to sign a contract with me even if they're unemployed. is there a way to convince them to do so? (inb4 go professional, that's not gonna happen soon since i need to advance like 3 leauges or so) is there some attribute that influence their decision?

Players on temporary loans (loans 3 months long or less) are automatically ineligible for the FA Cup (I assume it is the same rule for League Cup) unless the club loaning the player give specific permission allowing him to be used in Cup games.
Also the loan/transfer must be completed and the player registered the Friday prior to the cup game being played in order for the FA to process a variety of paperwork.
So he MIGHT be available for the final if they have given permission for him to appear in cup games as it might just be his paperwork. If they have not given permission then he just won't be available for any cup games.
