The concept of nations is relatively new to the Arab world. People were Bedouins or belonged to a "city state".
People weren't Iraqi, they were Basrawi (from Basra), Baghdadi, Kirkuki etc.
So Kuwaitis were never Iraqi to begin with.
When the region got divided up after WW I for various geopolitical (including the fact that Kuwait was pretty much autonomous up to that point) Kuwait became it's own independent entity.
