Wrong.
It overstimulates the cones of the complementary color. When the rods in your retina are in a refractory period (in other words, no longer resolving the color you're looking at), the complementary colors of that color are excited momentarily.
Thats why the walls get color on a grey background. They are simply the afterimage of a complementary color from stimulation to your retina.
And even that is a way way over simplification.
