Do I really need to

1) Pay the seller & get the papers and keys

2) Buy insurance

3) Walk (!) to the registration and plates offices to get register it and buy plates

4) Walk (!) back to the seller, screw on plates and drive it out

or is there a simpler way to do it, without spending a day going back and forth between places?

Also I've seen some dealers' ads where cars don't have plates. How do you test drive it, do they have some permanent temporary plates they throw on the car for the test drive?

Yes, the plates with the red numbers on it are for that purpose.
But I am afraid you can't ditch the rest. Your steps are pretty accurate and can only be modified by the seller, like, he allows you to drive the car with his red plate to the registration office and then changen them there (oh don't forget, you need to buy a plate there as well before you check out ~25 EUR)
And I recommend to get a online reservation when you go to the registration office, if you came by without you have to wait until EVERYONE with a date is done.
At leat with by small Honker I don't need to screw in the plate, you can click it in

Probably. Tho most dealerships here overprice the cars, so some cars here cost even more then in europe, but that's just new ones.

For a 500-1000 eur car the model doesn't really matter, it's about what condition the individual car is in. If you manage to choose one that doesn't require expensive repairs (or can do them yourself), it's practically a free car after a couple of years.

The insurance company just need to know basic stuff, like trade, type, and PS and the rest can be submitted later. Our local car registration office can scan in QR codes from the insurance company from your phone but thats not default, when I registered mine I printed the letter from the insurance company and bring them along

If you choose some just online insurances like Cosmos Direct (cheapest one) then you get the proof within 5 minutes, based on ym experience
And the company rates the car based on interal charts - like how many people buyed that car and crashed. VW Golf is known for the highest costs because a lot of newbies buy it and caused trouble

And the booking times depends, usually the next day so you can plan the trip. my car seller prepared the car with the plate and parked it on the street so I can come by and take it when ever my appointment was, got very lucky with him. But it is possible to get a appointment the very day if someone couldn't made it

It's pain in the ass to contain that car. And you'll be crying a lot when you hit it (which you will) or get gearbox blown.
Get an old ass MB or 525 for a year or so and then switch to something better.
