Your observation is right: there are lots of fences and bars around properties in Uruguay's capital, Montevideo. I remember it to be a really relaxed city in the 80s and 90s. You didn't have to put locks and bars on everything, but from the start of this century, Uruguay's been pumping a whole subculture of crime. Robberies, murder and organized crime are growing a lot in the outskirts of Montevideo. The Justice Minister have taken some measures that seem to work (cameras everywhere and new patrol teams) but instead of reducing crime, it just moved to the interior of the country.
