The performances are usually really creative and fun to watch. Seeing all the different kinds of people from around the world walking proudly into the stadium is awe-inspiring (bonus: they're all young and attractive (except for Michael Phelps)). Why should the business be mandated to give paid leave? If they want to give it, they'll give it; likewise, if an employee wants paid leave, they'll look for a job with paid leave or negotiate for paid leave. Why does the government need to get involved?

Because many businesspeople are shortsighted, self-interested shitheads and their dumbassery is getting in the way of overall national productivity. Paid leave makes for more productive workers, however paradoxical it may seem. Labor isn't robots (yet), and people need breaks that aren't filled with worrying about how they're going to make ends meet to recharge and perform at their highest when they go back on the clock.

Your argument is that the government needs to get involved because businesspeople are shortsighted and it gets in the way of national productivity. Their shortsightedness in this case being that they aren't giving paid leave in order to save money, even though paid leave allegedly leads to more productivity. Saying that business people are shortsighted is fucking retarded. Businesses are constantly trying to find ways to get the best product out while still making the most money possible, therefore they are constantly evolving their methods. The methods that work, other businesses will pick up on; those that don't will eventually lose too much money. Lose enough money, and the business will be no more. The market takes care of itself, why does the government need to get involved?

Well, at its most basic level, the government gets involved because there are private interests that have taken up a niche in the socioeconomic landscape which are necessary to the continuance of society yet are vulnerable due to 1) unavoidable crises, like a drought or a fire or the sudden collapse of prices in a key area, and 2) shitty management. Food production is an example, energy production is another. The only alternative is to nationalize but this tends to stifle innovation completely. So the government introduces incentives and regulations. This stabilizes the industries in question but also props up week entities and entrenches them. In order for other entities to compete, the gov't must then carefully add and remove regulations and incentives so as to not control the market completely but to avoid destructive instability.

That's the economic argument. The government also has a social mandate which say that they have to step in to ensure quality of life, in part because it's moral but on the realpolitik side because unhappy citizens tend to overturn governments that don't, which is politically instability that fucks everything up.

In this particular case, the lines between the two reasons blur: paid leave is good socially, and that social boon pays economic dividends. And as the monied classes become ever more mobile and the poor classes become ever more restless, the need to be able to complete globally and not accidentally foment a revolution trumps any given company's bottom line.

tl;dr Governments regulate because society is too fragile in its interconnectedness to let portions of itself fail in a hugely disruptive manner, which is what happens in laissez faire economics. This isn't even getting into corruption, which is inevitable.
