No, it's really not. If there's no consent, it's sexual assault. Period. The only issue with age is that a person under the AOC is legally incapable of consent, whereas with an adult consent is a question of fact for a court.
It seems to me that he's not alleging Goddard did anything improper, though, only that Singer did. The exact circumstances would have to be explored in detail to know if the John Doe was consenting or not, but he's clearly alleging that he wasn't.

I hate to be a cynic, but nothing's gonna be done. The authorities had plenty of opportunities to enact regulations and oversight over Hollywood's shady practices for decades yet they haven't done squat.
And the movie-going public isn't gonna do anything either. They're completely apathetic to news like this and worship the shit out of celebrities. It's their only refuge from the droll and sludge of their everyday lives; they're not gonna rain on the parade out of civic duty.
