Order of operations tell us that we should divide first, so 3 divided my one third is 1, the next thing we have is addition and subtraction, so we start from the left, currently the equation is 9-1+1=. we then subtract one from nine and get 8, the equation is now 8+1=. Add 1 to 8 and you get 9, So the answer is 9.
3 divided by a third is 9, not 1. 3 multiplied by a third would be 1....

I think the answer to this comes entirely down to where you were raised and who taught you the order of operations. Personally, I was taught that a fraction is a division in brackets, so the correct answer is 1, whereas other people will have been taught otherwise, so the answer is 9. The point of this post isn't too make people feel smart, it's to prove that we need a proper, agreed upon way to view fractions in equations (protip: the correct way is to never use them at all)

The proper order is:

The people coming up with 1 are dividing 3 by one third. That's incorrect, as the one third is simply one divided by three. As it's not in parenthesis, Order of Operations dictates that you should divide from left to right, which would be 3/1, then divide the result of that (3) by the next number (also 3).
