It depends. Europe west of Kaliningrad, Canada, Japan, Guam, South Korea, and Taiwan are doing fine. Afghanistan, Iraq, Nicaragua, Guatemala, and Honduras are unequivocal shitholes. The Philippines is kind of a grey area, they're not doing too badly but they could be doing better. Same goes for Cuba.
Puerto Rico and Kuwait aren't bad either. Vietnam is in decent shape, ironic that our greatest international military failure became an IMF/World Bank success story.
