Britain, and I wouldn't alter that for the world. The rivalry we've entertained throughout a millenia has been enough to spark wars, birth new countries, end whole empires, stir the balance of Europe, incite to conquer the whole known world, and become Europe's most war-crazed nations.
Truly competition is the strongest of steroids.

Honestly, what furthers the rivalry even now, and guarantees it a long future in the form of banter was that any side can be argued as the clear "winner". Britain became the hegemon in the popular media, while France had to become the world's overseer in the field of refined arts. Both won almost as much wars as each other. Even now we're always competing for 4th and 5th place in terms of world power.
