I don't quite agree with that assessment.
What are your thoughts that make it seem that way? I heard it once right after listening to The Sea And The Bells and it felt much lesser in comparison, and TSATB isn't a 10 either.

Hounds Of Love is the greatest pop album ever made IMO. Wait til you listen to Cloudbusting and then read about the story and meaning behind it. Somehow makes it even more breathtaking
