Even in the shittiest suburban areas in Sweden, the quality of life is higher than in most of rural Eastern Europe. The problems are often of a more social character. For example, someone in a "poor" area with a lot of crime might feel unsafe. They still live in comfy flats and live normal lives, unlike their counterparts in countries like USA.
