You do the centralized matura exam and you have to get required points from language certificates plus points from sport or science competitions and stuff like that.

And then you will have a sum of points from that. Based on how many engineers, teachers doctors the country needs they calculate the government subsidy universities and collages will get that year, then based on their budgets, the universities and colleges will announce how many students they will accept and to which departments (like the major-minor system in anglo countries).

Then based on the number of applicants they will announce two point margins. One for full state scholarship and one for without scholarship.

But in reality most people will take the state scholarship, since it's really inclusive and most people would understand that if they couldn't get it, they are just too dumb for uni.

Only very few ppl would apply to collage without full state scholarship, for almost all students education is full. It's just a system that allows the dumb-dumbs and lazy ppl to try to go to collage and pay for it, if they failed their exams.

Also the worst achieving x percent is downgraded to no scholarship and the uni takes the best no scholarship students in their stead.

It's all about the ratios. Most Hungarians are on "scholarship", and paying for uni is an extra option, and in places where education isn't "free", most ppl have to pay. And scholarship is the extra option.
