this guy is right. i do work for lineman. overhead powerlines. its a tool we use to grip the cable while in the bucket truck to pull the cable tight. it is nothing great. probably fell from a working lineman and he thought no big loss.

That's a cable dog. It's used in commercial garage door repair. You hook one of those fuckers on to the cable above the section you need to replace. Then clip one end of a come alone onto the track. Ratchet till tight and now you can remove and replace the sections below without having to kill tension on the door. It's worth about 200 bucks.
