I recently rewatched the prequels, and AOTC as far entertainment value goes (intentional or not) is better than Phantom Menace.

Ep 1 feels like there was some effort put into it.
Like he was genuinely trying to recreate whatever made the first trilogy great, but he never knew what was good about them and it fell flat.

I will say that Phantom Menace seemed to have more practical effects and sets, unlike the other two where they CGI'd chairs and stuff like that.

When Lucas made TPM he hadn't directed for a few decades I believe, so it seems like when he made that he was operating in largely the same way he had with his previous films, whereas by the second one he had realized that you can green- and/or bluescreen literally everything.
