It was at a hairpin and didn't go for longer than 2 meters but it was still pretty impressive.

2 years ago in Tirreno, they climbed at 30%.
Half of the peloton had to walk, because it was too steep, so 17 - 25% is doable for a professional.

Here in Belgium, there's the Koppenberg on cobbles with a section of like 23%, hard, but doable.
