Before Iraq and Afghanistan they weren't armored at all. They started adding it because of IEDS (although it does shit all against them) and small arms fire from most rifles. They were developed to replace the jeep. Their intended purpose is to just be transport and not a straight up combat vehicle which is the role they increasingly got put in.

My parents were stationed in rural Bavaria in the late 70's. They said the German farmers were always really pleasant and friendly when they had to pull their car back onto the road with their tractors when my parents skidded off the road when it snowed (we're from Florida and don't know how to drive in snow very well).
