He wasn't. He did, however have a very good range. What's more though, he could inhabit so many different musical styles, because he had such an amazing knowledge of popular music, which meant he was much more versatile than people gave him credit for. God Bless Tiny Tim is a great record, but after that there's no one album where he really knocks it out of the park for the whole duration.

Try "brother can you spare a dime" and "little girl" for some different impressions of TT, both great tracks..
