I've been downloading stuff off public trackers for years now, a lot of it were recent releases too(chink rips of movies in theater, screeners, GoT episodes on release night), and I've never once gotten a notice from my ISP. Is there a reason for this? Am I just lucky?

Depends on what country you live in. The smaller it is the less likely people are giving a shit. In Norway and Denmark btw local distributors has come together and formed an union, pulling ressurces together to promote stop in sharing. This has lead to some of the sites being blocked by ISP providers.

If they really want to start suing people they choose a film and baits it on torrents. Then they pick some of the IPs and gets an court order to let the ISP provide the name and adress. They will then send a fine (approx 300-500 dollars). However, the point is not to get the money, but to get press to tell that there is a risk of getting caught..

When it comes to tv-show like GOT, HBO basically doesn't care. They premiere their show the same time around the world anyways and their income is from suscribers, not ad-revenue or single ticket sale. What they do care about is if a show is leaked before it airs on HBO. Then they go fucking ballistic.

I'm glad my ISP doesn't give a shit and isn't even obligated to do anything. They just forward me the requests and tell me to ignore it.

F.ex ISP can give out an IP without courtorder if there is a high reason to believe that a Top-level crime is commited and info is needed to give to Police ASAP. This was meant for things like terrorism, CP, but Police often try to go around the court and is used to track teenagers talking to each-other on chat about smoking weed. A judge will often dismiss such an demand since the importance of privacy fairly over-weighs a law-break of such magnitude.
