Yep, makes perfect sense to me. You don't kiss people unless you're very intimate with them. And because you maintain a certain physical distance from others, you also maintain a certain psychological distance, enabling things like mixed saunas etc. It's not super normal to be naked with strange girls or girls who are your friends in the sauna, but it happens sometimes and a culture of non-physicality sort of enables that.
