No? The solution is just to simply not hold the Olympics in shitholes like Rio and Sochi. You don't have to hold it in one city permanently.
Any large first world city could permanently host it, not like you wouldn't be crazy if you wanted to host it all the time. The Olympics is actually kind of big burden and is expensive.

I believe one of the many great things about the Olympics is how each one has a different tone based on the culture of the area it is in.
I think the Olympics is something the world should aspire to. People will rip me for this, but I wish there was more help from larger countries to smaller countries to help then build facilities. Like, maybe build the facility and take the profits during the Olympics or something.
I also feel people keep trying to beat Beijing. If the goal was just to build safe and functional over bigger and better we would find a big drop to cost of hosting.
