The Orcs were supposed to be a clan-based and clever but uncivilized race (exactly like Turkic steppe tribes) that really needed to only be united to become very powerful (Sauron unites the Orcs, steppe tribes unite under a Khan) and oftentimes gain allies from the races of men (Haradrim and Serbs, for example).
