Yeah, pretty much. I always give the movies more credit by looking at goofy interface stuff as a kind of allegory or metaphor to what their doing.
Skynet would want to track how effective each unit is.
The Terminator factors in percentages and probabilities, like the chance of you dying from a certain injury.
Getting shot critically in the gut would probably register around 0.85.
Remember, they have to know this because it helps them do things like set traps using dying victims.
